These aren’t complete app projects, but rather Xcode projects that produce a library or framework. You can also pick the Framework, Static Library or Metal Library templates. It’s smart to use these (if needed), because they include important presets. These aren’t “apps” per se, they’re more like plugins that you can add to existing apps.
